(Al-An'aam) 6 : 18
وَهُوَ الْقَاهِرُ فَوْقَ عِبَادِهِ ۚ وَهُوَ الْحَكِيمُ الْخَبِيرُ
And He is the Supreme Authority upon His servants, and He is the Wise, Well-Acquainted.
Lord of the universe is the Creator of every living and non-living thing, and He is ever watching upon His creations. Verses 11: 56 and 96: 15-16 teach that there is no creature unless its forelock is with the Lord. Just like Lord, His Speech Adhikr is also the Wise and Three-Time-Knowledge.
